Eugene Lyons, one of the first American correspondents to report from the Soviet Union and in later years a staunch critic of the Soviet system, died Monday at his home in Manhattan. He was 86 years old. Born in Uzlian, Russia, Mr. Lyons came with his family to the United States as a child and settled on the Lower East Side. He published several more books on Soviet and Communist affairs, including a biography of Stalin and ''The Red Decade: The Stalinist Penetration of America,'' and he often lectured on the same subjects.
