It's good enough. There's more (and better) information free on the internet and from groups like Code for America. But it works.
Burirus
This is a sneaky book. Sure, there's a lot of good info on how to run a community-driven software project (of which Apps Contests are the most well known variety). But it also puts community building and creating relationships between participants front and center in the goals of the software contest. This is NOT how most contests are run ("Free software for us!") and represents a very welcome deepening of the idea. Required reading if you're talking about doing one of these.

This book incorporates lots of experience from two authors, which I don't know how they managed to make in only 78 pages.
After reading building a budget chapter you will feel ready to build a competition and skip the rest of the book. But don't do it, designing the competition chapter and the common roadblocks one will save you lots of headaches.
